Special Care Dental Services Coordinating Committee

Terms of Reference

The Committee will advise the Government on the long-term strategic development and coordination of special care dental (“SCD”) services in Hong Kong with the aim of enhancing the oral health and quality of life for targeted population groups:

  1. To define the scope of SCD services having regard to local circumstances and oral health care policy of Hong Kong;
  2. To monitor, evaluate and review the existing SCD services undertaken by the Government, identify gaps and barriers within the current service delivery model, and formulate a long-term strategy for enhancing SCD services for the specific groups; and
  3. To advise on the workforce planning and strategies for dental education with respective to SCD services, and provide guidance on the roadmap for establishing Special Care Dentistry as a formally recognized specialty in Hong Kong.
