Introduction of PDCC

Programme Background

In response to the increasing demand for public dental services, the Chief Executive announced in the 2022 Policy Address to conduct a comprehensive review of the dental services provided or subsidised by the Government. The Working Group on Oral Health and Dental Care was established in end 2022. In light of the recommendations of the Working Group, the Government launches the Primary Dental Co-care Pilot Scheme for Adolescents (PDCC).

PDCC guides adolescents to foster long-term relationship with private dentists or dentists of NGOs by subsidising part of the cost of dental check-up, so as to promote their life-long habit of regular dental check-ups for prevention of dental diseases.

PDCC was launched on March 20, 2025. Adolescents and their parents who are interested in joining the PDCC can refer to the dentists list on the PDCC webpage. They can contact the relevant clinic and make an appointment after finding a dentist of their choice and receive the subsidised services.
